Poses different professional qualifications in the fields of management (FIIM, FHKIoD), facility management(F.PFM), engineering(MHKIE, FIMechE, FHKIHT, FICE), utility surveys(FHKIUS), safety(CMIOSH), mediation(HKIAC, listed mediator in HKIE, Chairman of mediation for HKIUS) and training.

Over 15 years, I had been managing small to medium size companies in South China regions who specialized in various field of engineering (civil, geotechnical and building), surveying, safety, IT and GIS. In the past few years I have aware of the higher level of need in the society in all aspects which inspire him to take one step further ahead of many others to take part in advance improvements in public safety, environmental, sustainable development for cities, education aiming to develop a better living environment for future generations in Hong Kong and furthermore, China. Hence, increase the level of competitiveness for our country’s future generations.

ENGINEERING

Practicing engineering for over 15 years managed all kinds of engineering projects in civil geotechnical and building works. Forming alliance and utilizing professional from various engineering background as associates to resolve unique and challenging engineering works. Successfully developed the image as specialist for difficult engineering task in which I sees it as an opportunity to advance my level of engineering capability. Continuous development in engineering knowledge and seek for new engineering technologies to advance my engineering technique to serve the industry as well as academically.

PUBLIC SAFETY

The first contract of it’s kind in public safety is right after the Kwun Lung Lau Event in 1995. Not many people realize this is a wakeup call for public safety but for myself, I see the alarming signal on the potential thread to the society. I have leaded a team of profession to form a specialist society, HKIUS, UTI which focus on the awareness for safety on underground utilities. From there he had up graded the awareness on utility safety for the construction industries on developing preventive measures on avoidance on utility damage, forecast and planning for repairing aging utilities before the end of its service life. Hence, minimize dangerous to the public and follow by the social cost. A successful change can be seen in the past 6 years that the industries had increase their awareness in utility safety and the Government also given their support by having utility safety enforced by law. The birth of a new culture in public safety. I have also devoted time and effort to promote and educate the construction industries through organizing activities such as seminars, short courses to enhance the level of the industry and our future generation to encourage the further growth of this new culture by our future generation.

My effort can also been recognize by being the first Specialist Survey Team Leader and operator for Water Leakage Detection and Pipe/Cable Locator surveys for WSD, liaise with key personnel in the works and policy related bureaus and department such as Home Affair Bureau, Housing Bureau/Department, Environment, Transport and Works Bureau and their departments, etc for the use of GIS and standards on utility surveys and BWCS surveys affecting slopes, the System Architect for IDMS (Integrated Data Management System). In which the system aimed to assist the construction industry to centralize and verifying data for better utility management and safety.

ENVIRONMENTAL

Since 10 years ago I had managed a number of utility construction/maintenance projects through this project he has applied I believe in environmental by using environmental friendly equipment and construction methods aimed to minimize pollutions to environmental by lowering the exhaust and carbon reduction; and waste generated from construction works. This approach also inspired the construction industry to follow the trend in environmental friendly construction methods.

SUSTAINABLE DEVELOPMENT

In recent years I further develop my believe through the establishment of MSDI (Municipal Sustainable Development Consultants) in which its management, a corporate conscience enterprise formed by professional from different field and background. The main focus of MSDI is on environmental conservation including development and use of cleaner energy, lower carbon emission and town planning for greener cities in the view of build a better greener environment for our future generations.

EDUCATION

During the recent years I have regularly giving talks in universities, secondary schools and to the primary school students. Also setting up applied learning, diploma and degree programme at Polytechnic University that aimed to educate and pass on my believe to our future younger generations one after another.

Recently organized a national competition on Protection of Underground Utilities and successfully granted with approval from the Manpower and Education Bureau for the lunching of a Applied Learning Course for higher secondary school students named “Utility Profession and Application” with himself being the key instructor. The subject is a school certificate elective subject among 13 others to suit the future 3-3-4 education system.

Currently activity involved in the establishment of a degree for utility professions (approved to launch in 2009 by PolyU) which include surveys, construction, testing, management, etc of utilities in Hong Kong. In addition, setting up the Hong Kong Utility Research Centre (HKURC) for betterment of utility industries by researches and hence to improve the living standards of citizens.

TRAINING

I am actively in promotion for the professionalism for engineers, safety officers and utility specialists by orgainsing training programme, certificate course with specialist from different engineering background to further enhance the professional level in the industry. I also provide teaching manuals, Code of Practice, quality control requirements to set up guidelines and provide training for the construction industry. Furthermore, the setting up of the Construction Professionals’ Development Centre (CPDC) that further expend my believe by providing advanced training courses for construction professionals in even bigger and wider in scale.
