Surveys Requirements

Currently, there are a number of relevant requirements for utility surveys, pipe rehabilitation works set by various contracts issued by either government or non-government bodies.

The basic requirements have been summarized as follow:

Conduit Condition Evaluation (CCE(CCTV Survey))

CCTV survey shall be conducted in accordance with the HKIUS adopted specification which also comply with the requirements of the Housing Authority, Drainage Services and Water Supplies and follow the requirements stated in the Code of Practice (COP) on Monitoring and Maintenance of Water Carrying Services Affecting Slopes published by ETWB, 2006 as well the Code of Practice for Conduit Condition Evaluation Using CCTV, Hong Kong (HKCCEC), 2007.

All personnel (OMHKIUS(CCTV&ME)) for the CCTV survey shall be fully trained and tested with competence with valid training and safety certificates for the survey and with experiences required in the COP.

Survey report shall be checked and endorsed by MHKIUS (CCE(CCTV & ME)) or MHKIE or MHKIS with at least 10 years experiences.QA/QC shall be conducted both on site and in office.

Utility Mapping by Non-destructive methods (UM(PCL))

Utility survey shall be conducted by qualified person who has passed the examination of the Advanced Utility Mapping Training Courses (35 hours) with certificate of attainment awarded by PolyU/ UTI or other equivalent bodies.

All operators (OMHKIUS(PCL)) shall be trained and tested with competence with at least 3 years relevant experiences.Survey shall follow the Specification for Utility Mapping by Non-Destructive Methods adopted by HKIUS.Survey result shall be entered into Utility Survey Module of IDMS and output as DWG/DGN file for submission.

Survey report shall be checked and endorsed by MHKIUS (US(PCL)) or MHKIE or MHKIS with at least 10 years experiences.Third party independent check or trial pits shall be carried out for accuracy checking.

Manhole Internal Condition Survey (MHICS)

Survey shall be conducted in accordance with the requirements stated in the HKIUS adopted specification for MHICS and the Code of Practice on Monitoring and Maintenance of Buried Water Carrying Services Affecting Slopes, Nov, 2006, ETWB.(a copy of the COP may be downloaded at www.hkius.org.hk)

Survey report shall be completed and checked by IDMS which complies the requirement of STC25 and be endorsed by the Project Manager who poses the qualification of M/FHKIUS or MHKIE or MHKIS with at least 10 years experiences on both surveying and data management.

MHICS shall be carried out by qualified person (OMHKIUS(MHICS)) who have been trained and tested competence under the HKIUS’requirements and WRC’s standard for conducting manhole survey and mapping by UTI/PolyU. All crew leaders shall be trained and tested for competence with at least 5 years experiences in conducting MHICS and being a member of HKIUS (MHICS) as well as a Competent Person under FIUO (CS) Reg. enacted in June, 2000.

As a matter of highly risky survey in confined space, all the operators, crew leader, project manager and visitors on site MUST hold valid confined space work certificate. Survey report shall be checked and endorsed by MHKIUS (MHICS) or MHKIE or MHKIS with at least 10 years experiences. QA/QC shall be conducted both on site and in office.

Flow Monitoring

Flow monitors shall be installed on the pre-selected locations which are suitable for the types of survey.
Equipment shall be chosen to fit the site environment. Sites shall be visited weekly or required to ensure the data quality meet the standard requirements.

All operators (OMHKIUS(Flow)) shall be trained and tested for competence with at least 3 years relevant experiences. All graphs and reports shall be drafted by MHKIUS(Flow) or MHKIE with at least 5 years relevant experiences. All reports shall be checked by MHKIUS (Flow) or MHKIE with at least 10 years relevant experiences.

Pipe Condition Surveys (PCS)

Pipe condition survey aims to identify the condition of the surveyed pipes by non-destructive methods.
Various pipe condition survey equipment shall be used to ascertain the condition of the pipe. All the proposed methods shall be with proven track records and will pass the Mock Up test before a major contract.

All operators (OMHKIUS(PCS)) shall be trained and tested with competence with at least 3 years relevant experiences. All graphs and reports shall be drafted by MHKIUS(PCS) or MHKIE with at least 5 years relevant experiences. All reports shall be checked by MHKIUS (PCS) or MHKIE with at least 10 years relevant experiences.

Pipe Rehabilitation by non-destructive methods (PR)

Pipe Rehabilitation is aimed to repair or improve of the condition of the defective pipes. PR shall be carried out by non-destructive methods or with minimum trenching for setup or connection. Various pipe rehabilitation equipment and materials shall be considered to be used to ascertain the suitability for the pipe.

All the proposed methods shall be with proven track records and will pass the Mock Up test before a major contract. All operators (OMHKIUS(PR)) shall be trained and tested for competence with at least 3 years relevant experiences. All reports shall be drafted by MHKIUS(PR) or MHKIE with at least 5 years relevant experiences. All reports shall be checked by MHKIUS (PR) or MHKIE with at least 10 years relevant experiences.

Water Leakage Detection (WLD)

Survey shall be conducted in accordance with the requirements stated in the HKIUS adopted specification for MHICS and the Code of Practice on Monitoring and Maintenance of Buried Water Carrying Services Affecting Slopes, Nov, 2006, ETWB.(a copy of the COP may be downloaded at www.hkius.org.hk)

WLD shall be carried out by qualified person (OMHKIUS(WLD)) who have been trained and tested with competence under the HKIUS’requirements. All crew leaders (OMHKIUS) shall be trained and tested for competence with at least 3 years experiences in conducting WLD.

All reports shall be drafted by MHKIUS (WLD) or MHKIE or MHKIS with at least 5 years experiences.
Survey report shall be checked and endorsed by MHKIUS (WLD) or MHKIE or MHKIS with at least 10 years experiences. QA/QC shall be conducted both on site and in office.

Ground Penetrating Radar Survey (GPR)

GPR is aimed to identify underground anomalies by reflection method. Various antenna frequency shall be used to ascertain the suitability for the site condition. All operators (OMHKIUS(GPR)) shall be trained and tested for competence with at least 3 years relevant experiences.

All reports shall be drafted by MHKIUS(GPR) or MHKIE with at least 5 years relevant experiences. All reports shall be checked by MHKIUS (GPR) or MHKIE with at least 10 years relevant experiences. US & Associates shall request for Utility specialists to attain to the same or higher level.
